These were more of our low-level offenders with a lot of recidivism and minor-type crimes.

People were off their medication or had issues with, substance abuse, self-medicating, those types of things. We looked at what it would take to get these people signed up for Medicaid so that we could get payment for their resources. Our Medicaid worked very well with us to get that done within about 24 hours, because if people get arrested, Medicaid gets suspended. If we get them out of jail, it would take up to a month to get them signed back up for Medicaid. That was a big deal for us and it worked.

Once rapid Medicaid re-renrollment was in place, what was your next step? Officers contacted Spectrum Healthcare in the Verde Valley and in the first year of the plot project, they diverted cases to Medicaid resource treatment rather than to the jail. We have a bed jail with about staff. Then we again sat down with the criminal justice stakeholders like the judges and the prosecutors and the public defenders. Then the community started realizing that we were decriminalizing mental health.

We started a program called Reach Out. The Reach Out program involving all the stakeholders. We started a screening and assessment for everyone that gets arrested, during booking. We screen that at booking and then we provide that to the judge, the prosecutor, and the public defender before the initial appearance. How did you pay for the project? We also got a grant from the U. On that group are judges, the legislators that helped us get the appropriation, and the executive branch, the mental health providers within the county, and community members who are invested in the wellness of the community.

It involves everybody in the community and everybody in government. Everybody wants to participate in this because mental health and substance abuse has fallen on local jurisdictions to deal with.

What are your long-term goals for the model you are developing in Yavapai County? The sheriffs of Arizona release overinmates from jail back into the community. Many of them have the recidivism issues of coming back. The prison does what they call a re-entry program into the community. We are hoping to see the some result in lessening the number of people from our county entering corrections at the state level. The road was in very rough condition due to recent and ongoing heavy rains in the area. As a result, their Suzuki Vitara sustained heavy damage to its exhaust system and one of its tires rendering the vehicle inoperative. They moved the vehicle off the road, and transported victims safely to Camp Verde. While it may give you the shortest route in distance, it may not give you road conditions or changing conditions which may affect the safety of the route.

A secondary source of information on the route such as maps advice from a resident in the area, or public safety personnel is always encouraged. Also, great care should be taken in traveling Forest roads and dirt roads in times of inclement weather.

They were concerned about being able to leave the area due to flooding. The subjects had crossed the Verde river and could not get back across the river due to the rising water level. The hikers stated they were not in immediate danger and had food and water to last a few days. At approximately AM they located the hikers and transported them to safety in Cottonwood.

Having exit strategies planned ahead of time is always a good practice. In this case, the risk was greatly reduced to these hikers because they brought with them the proper amount of food and resources to survive an extended period of time in the outdoors.
